The Directorate for Promotion of Industry and Internal Trade (DPIIT) of the Government of India founded the private, non-profit Section 8 corporation known as Open Network for Digital Commerce (ONDC) with the goal of fostering open e-commerce. It was incorporated on December 31, 2021, with the Quality Council of India and Protean eGov Technologies Limited providing the initial funding (formerly NSDL e-Governance Infrastructure Limited).
ONDC is intended to promote open exchange and connectivity between consumers, technological platforms, and retailers. It is not an application, a middleman, or software. It was created as a result of technological independence, small retailers’ demands for level playing fields, lower entry and discovery barriers online, the adoption of an open digital ecosystem across key industries, and changes made to the anti-competitive practises of large e-commerce companies like Amazon and Flipkart in order to compete for the US$810 billion domestic retail market.
Intended to prevent Big Tech firms from breaking the Consumer Protection (E-Commerce) (Amendment) Rules, 2021 due to the concentration of market power by integrating them into an open-source decentralised network where data portability will break down data silos and data interoperability will enable innovation.

The Open Network for Digital Commerce (ONDC) initiative aims to promote open networks for the exchange of goods and services over digital networks. ONDC will use open specifications and network protocols, independent of any platform, to create open registries and network gateways that allow service providers and customers to exchange information and conduct transactions using any compatible application. The foundations of ONDC are based on open protocols for all aspects of the exchange of goods and services, similar to existing protocols like SMTP, HTTP, and UPI.
The Open Network for Digital Commerce (ONDC) aims to move away from the current platform-centric digital commerce model where both buyers and suppliers are required to use the same platform or application to do business. ONDC standardizes operations including cataloguing, inventory management, order management, and order fulfillment, allowing small businesses to use any ONDC compliant applications instead of being restricted to a particular platform. This gives small businesses more options for conducting business and being found on the network, encouraging those who are not currently using digital means to adopt them more quickly.
The Open Network for Digital Commerce (ONDC) is expected to make e-commerce more accessible and inclusive for consumers. Using any suitable application or platform, consumers will have a wider range of options to find any seller, item, or service, and will be able to match demand with the closest supply. The ONDC will also allow customers to select their preferred neighborhood businesses. The standardization of processes under ONDC will encourage the use of local suppliers, increase logistics efficiency, and improve value for customers.
